Die internationale Gemeinschaft hat das erkannt, bisher aber nicht die richtigen Konsequenzen daraus gezogen. Anstatt viel Geld in Länder ohne kompetente Regierung zu stecken, sollten Geber mehr in globale Gemeingüter investieren. Wenn sie in Entwicklungsländern Eigenverantwortung stärken wollen, können sie auch vermittelnd dort eingreifen, wo Armutsbekämpfung nicht vorankommt, weil kollektives Handeln nicht gelingt.
